GREYHOUND INDUSTRY NOTICE: TRAINER ATTENDANCE & RULE 83 REQUIREMENTS

1. PURPOSE

This notice reminds trainers of their obligations under Greyhounds Australasia Rule 83 – Absence of Trainer at an Event, including the requirement to notify Stewards when they cannot attend and to provide the correct written authority for another registered person to handle their greyhound.

2. REQUIREMENTS UNDER RULE 83

Rule 83(1) requires that when a trainer is not present when a greyhound is presented for an Event:

  • A written request signed by the trainer seeking authority for another registered person to handle the greyhound must be provided to the Stewards prior to kennelling.

  • Stewards may refuse authority for the nominated person and may order the scratching of the greyhound from the Event.

Rule 83(2) provides that where a letter of authority cannot be produced,

  • Stewards may accept a written statement of responsibility from the handler.

3. RECENT OBSERVATIONS

Stewards have identified instances where trainers were absent without providing the required written request, and where handlers presented greyhounds without approved authority. These situations create avoidable compliance issues and may result in scratchings.

4. IMPORTANCE OF COMPLIANCE

Accurate and timely notification ensures:

  • Clear accountability for the greyhound’s presentation and welfare.

  • Proper race-day procedures and communication with Stewards.

  • That any person acting for a trainer is appropriately authorised.

5. REQUIRED ACTION

Trainers must:

  • Review upcoming engagements and ensure they will be present.

  • Where a trainer cannot be present, submit a signed written request to Stewards before kennelling, nominating the registered person who will act on their behalf.

  • Ensure the nominated person is aware they may need to provide a written statement of responsibility if the letter of authority cannot be produced.

6.  COMPLIANCE

The TIU will continue monitoring trainer attendance and authority documentation. Failure to comply with Rule 83 may result in disciplinary action, including the scratching of greyhounds from Events.
