Our board of directors
The Tasracing Board consists of seven members made up of a Chair and six directors one of whom is Vice Chairman.
The make-up of the board comprises one person with experience in the thoroughbred, harness and greyhound racing codes.
The Board of Tasracing comprises directors with the appropriate range of skills, experience, qualifications, expertise and vision to govern the company.
Gene Phair
Chairman
Mr Phair joined Tasracing Board as Chairman on 22nd November 2018
Mr Phair is a Fellow of the Chartered Accountants Australia and New Zealand and a member of the Australian Institute of Company Directors.
He was a long- standing Board Member of the National Heart Foundation Of Australia (Tasmanian Division) and Chairman and Board Member of The Hutchins School.
Steve Old
Deputy Chairman
Mr Old joined the board in December 2022
Mr Old is currently the Chief Executive Officer of the Tasmanian Hospitality Association and has been for 16 years, representing the interests of hotels, pubs, accommodation venues , cafes, and restaurants as well as sporting , RSL and community clubs.
He is a highly experienced non-executive director. His current board positions include the Tasmania Jackjumpers in the National Basketball League (NBL).
Mr Old formerly worked as a Chief of Staff and Racing adviser from 2000-2007 and has held numerous Chair and board roles within sporting organisations in Tasmania. He is a current member of the Carbine Club of Tasmania and and a member of the AICD
Kelly Walker
Mrs Walker joined the Board in November 2023.
She is an experienced strategic and commercial Executive and Non-Executive Director. With expertise in enterprise strategy commercial finance, business growth, business transformation and risk management, she applies her board experience working across various sectors, including both commercial and government, to provided insights and guidance in her board roles
Mrs Walker is a qualified finance professional with a strong background in ICT and cyber security. She is also a member of Chartered Accountants Australia and New Zealand. A Graduate of the Australian Institute of Company Directors and a Non- executive Director and Treasurer of Southern Cross Care Tasmania.
Neil Grose
Mr Grose joined the Board in November 2021
He has diverse business experience across tourism,journalism,publishing,education,local government and regional economic development. He is currently the Bell Bay Hydrogen Cluster Manager responsible for the regional economic development of local Tasmanian businesses as a key part of the emerging global green hydrogen industry
He is a member of the Board of Harness Racing and Australia Rise Racing representing Tasracing.
Mr Grose holds two degrees in fine arts and education. He is also a member of the AICD
Bart McCulloch
Mr McCulloch was appointed to the Tasracing Board as Thoroughbred Code Director at the AGM on 18 December 2025.
Mr McCulloch brings deep knowledge of the thoroughbred breeding and racing industry, with a professional background spanning business management, banking, corporate finance and financial management. His governance experience includes board roles with Thoroughbred Breeders Australia and Thoroughbred Breeders Tasmania.
With well-established networks across owners, breeders, trainers and jockeys, Mr McCulloch maintains a strong awareness of the challenges and opportunities facing the industry, and brings a fresh perspective to the Tasracing Board.
David (Roy) Higgins
Mr Higgins was appointed to the Tasracing Board as Greyhound Code Director at the AGM on 18 December 2025.
Mr Higgins brings extensive experience and well-developed networks within the greyhound racing industry, complemented by a career background in finance and insurance that has provided strong business management and leadership expertise.
His governance experience includes previous board member roles with Buccan Community House and the Athenaeum Club.
Charlotte Mills
Ms Mills was welcomed to the Tasracing Board as a Commercial Director at the AGM on 18 December 2025.
Ms Mills brings more than twenty years of senior racing administration experience across Victoria, Western Australia and Tasmania. She most recently served as Head of Racing at the Moonee Valley Racing Club for three years, and prior to that spent seven years as Chief Racing Officer at Racing and Wagering Western Australia, where she was also a member of the RWWA Executive.
Her experience spans all three codes of racing, and her former director roles with the Australian Racing Board, Harness Racing Australia and Greyhounds Australasia position her to contribute broadly across Tasracing's operations and governance.
