Stable Records Compliance

1. PURPOSE

The Tasracing Integrity Unit (TIU) issues this notice to remind all licensed participants of their obligation to ensure that stable records are accurate and up to date at all times.

This applies to all horses in your care — not just those currently in work. If you've got a horse that hasn't raced in a while, or one that's been retired, sold, or passed away, now is a good time to make sure everything is recorded correctly.

2. REQUIREMENTS

Participants are required to ensure that:

  • All active racehorses are correctly recorded in stable returns.

  • Horses that have ceased racing are updated to reflect their current status.

  • Horses that are retired, rehomed, or otherwise no longer in work are accurately recorded and not listed as active where appropriate.

  • Any changes to a horse's location, status, or training arrangements are recorded in a timely manner.

3. RECENT OBSERVATIONS

During routine inspections and interactions with industry participants, it has been identified that some stable records are not being kept current — particularly for horses that are no longer racing but remain listed as active on the system.

Simply not entering a horse is not the same as retiring it. Horses need to be formally retired through the Racing Australia or Harness Racing Australia system.

4. IMPORTANCE OF ACCURATE RECORDS

Keeping records up to date isn't just a paperwork exercise — it matters for:

  • Effective animal welfare oversight and the ability to account for every registered horse.

  • Reliable traceability of horses throughout and after their racing careers.

  • Supporting off-the-track and rehoming programs — horses that haven't been formally  retired can miss out on available support.

  • The ongoing integrity and transparency of the Tasmanian racing industry.

5. REGULATORY REQUIREMENTS

Participants are reminded that maintaining accurate stable returns forms part of their
obligations under the Rules of Racing.

Failure to keep records up to date — including the accurate declaration of retired or inactive horses — constitutes a breach of the Rules.

6. REQUIRED ACTION

All participants are asked to take a moment to review their current stable records and ensure all information is accurate and up to date.

Where discrepancies are identified, participants should make the necessary updates promptly. If you're not sure how to update your records or retire a horse on the system, get in touch — we're happy to help.

7. COMPLIANCE

The Tasracing Integrity Unit reviews stable records as part of routine integrity activities. Participants who fail to maintain accurate records may be found to be in breach of the Rules and subject to further action.
