Each licensing season, the Licence Application Requirements are reviewed by Tasracing in consultation with Industry Groups and the Tasmanian Racing Integrity Commissioner (TasRIC).
The 2026/27 licensing season will see the introduction of additional requirements to align with the TasRIC Fit and Proper Person Standards.
All Codes
National Police Record Check
All licence holders will be required to provide a current National Police Record Check with their licence renewal every three (3) years. National Police Record Checks will only be accepted if obtained through Service Tasmania (Service Tasmania).
The implementation of this requirement will occur on a staged basis over the next three (3) years:
- Trainers — 2026/27 season
- Drivers, Jockeys and Trial Riders — 2027/28 season
- All remaining licence categories — 2028/29 season
Working with Vulnerable People Registration
Any licensed participant who employs, supervises, or works with a participant under eighteen (18) years of age will be required to provide a copy of their Working with Vulnerable People registration card.
Suitability of Licence Holders
The suitability criteria for licence holders have been updated to align with the TasRIC Fit and Proper Person Standards.
Thoroughbreds / Greyhounds
Updated Licence Photo Requirement
All participants are required to provide an updated licence photo for the 2026/27 season. Photos can be emailed to operations@tasracingintegrity.com.au at any time prior to completing your renewal application or attend one of our offices where your photo will be taken for you. To avoid processing delays, participants are encouraged to submit their photo as early as possible.
Photos should be passport-style and of good quality and supplied electronically as a jpeg. A mobile phone photo is acceptable provided it is clear and appropriate. Please note photos may be rejected if:
- inappropriate clothing is worn;
- sunglasses are worn; or
- headwear obscures the face.
Thoroughbreds
Jockey Licences
The rider activity criteria has been updated to provide the TIU with the ability to impose licence conditions or restrictions where inactivity is identified.
For licence renewal, riders must have ridden in a minimum of twenty (20) races within the previous twelve (12) month period. Where a rider has had an extended period away from race riding, they may be required to complete trial rides prior to returning to race riding, as determined by the Stewards. Trackwork and completed trial rides may also be considered when assessing activity levels. Applicants may be required to attend a Licensing Panel where their activity level is considered insufficient.
Approved Trials Rider Licence
The rider activity criteria for Approved Trials Rider licences has also been updated.
For licence renewal, riders must have ridden in a minimum of twenty (20) official trials within the previous twelve (12) month period. Trackwork and completed trial rides may be taken into consideration when assessing activity levels. Applicants may be required to attend a Licensing Panel where their activity level is considered insufficient.
Thoroughbred / Harness
Stablehand (Provisional)
The eligibility criteria for the Stablehand (Provisional) licence has been updated. Applicants must not have previously held a licence under any equine racing code.
Harness
Harnessweb
Licence renewals will be available online via Harnessweb this season. To renew your licence, you will be required to have an active Harnessweb Account. If you don’t have a harnessweb account, you can create your account via Request Account - HarnessWeb.
Updated security measures are currently being rolled out, all current Harnessweb account users are required to update their password prior to 2 June 2026.

Greyhounds
Whelper Licence
A maximum timeframe of sixteen (16) weeks has been introduced for this licence category to align with the requirement for custody of pups until vaccination or microchipping has occurred.
Participants are strongly encouraged to complete their renewals as early as possible to avoid delays in processing.
Please note that licence renewals will not be finalised or expedited where all required documentation and information has not been provided within a reasonable timeframe. While the Operations Team prioritises licensing matters during the renewal period, the standard processing timeframe remains 7-10 working days.
Renewals may be lodged at either the Prospect Office, 171 Westbury Road, Prospect or the Hobart Office, Elwick Racecourse, 2-6 Goodwood Road, Glenorchy.
It is highly recommended that paperwork is not given to Stewards on raceday as this can cause a delay in processing documentation.
